Public bug reported:

Currently the OVS agent will cleanup all OpenFlow controller
configuration when it starts up in ofctl mode. If other services have
configured a OpenFlow controller, then that configuration will be
removed as a side-effect. Thus, it would be useful to have an option to
skip this cleanup if ofctl is used.
