is issued:
WARNING:test command found but not installed in testenv
cmd: /bin/rm
env: /home/jenkins/workspace/gate-horizon-pep8/.tox/pep8
Maybe you forgot to specify a dependency? See also the whitelist_externals
envconfig setting.
