Cinder uses "volume_extension:volume_actions:upload_public" and Horizon policy.json and code uses "volume:upload_to_image" This is the only miss match of policy action between the 2 components. This also does not allow a user of Cinder and Horizon to update the Cinder policy.json and copy it to the Horizon directly and have the button function according to Cinder policy.json rules. This can be missed as the Cinder policy.json file is update and the Horizon file is updated. I think that the action that the Horizon code is using should match it component that it is supporting.
