Public bug reported:
In the file ovs_ofctl/br-int.py, the function check_canary_table() is defined
to check the status of the OVS. This function checks it by dumping flows of
table 23, the canary table.
However in my configuration, table 23 does not have any flow. For some reason
the function setup_canary_table() was not called at all. As the consequence,
the function check_canary_table() always reports that the OVS is just restarted
and OVS neutron agent keeps resetting the flows in OVS causing packets to be
lost every around 5 seconds.
I'm running Liberty release.
