Public bug reported:
https://review.openstack.org/#/c/284376/ makes changes that require
neutron to bump the version of hacking specified in test-
requirements.txt. Now that these changes have merged, pep8 jobs in
neutron-dynamic-routing repository are failing. We need to simply bump
the version of hacking specified in the test-requirements.txt.
