Clean up the handling of the spinner config

Bug description:
In patch https://review.openstack.org/#/c/185927 the spinner config
was inserted explicitly into the top-level dashboard app code, which
is suboptimal. I believe that we should not be special-casing one
single part of the framework config like this - even though there's
only one part of the config to special-case.
A new patch should be implemented as a follow-on to
https://review.openstack.org/#/c/185191/ which cleans up that
configuration handling.
