Compute: Adds driver disk_gb instance overhead estimation
For each started VM, Hyper-V creates a VM memory file on the local
disk. The size of the file is the same as the size of the VM's
memory amount.
Adds 'disk_gb' field in the dictionary returned by
nova.virt.driver.ComputeDriver.estimate_instance_overhead.
Updates ResourceTracker to create Claims using the new overhead.
DocImpact: driver API changed to include instances disk overhead.
