[RFE] traffic classification in Neutron QoS

Bug description:
Introduce traffic classification into the Neutron QoS Rules.
This will allow rules to target specific traffic and
enhance the existing QoS API.
Changes:
* DB Model for extensions to existing rule types
* API changes to allow for additional arguments to be specified to the
extended QoS rules
* Client changes to allow for additional values being set for extended
qos_rules
dependencies:
* QoS API implementation #[qos_api_spec]_
* QoS RPC and plugin integration
* L2 agent extension for QoS (done in front of SRIOV / OvS / LB support)
