Public bug reported:
I created a network and attached a subnet to it, then added this network
to two routers named router1 and router2, and I created a vpnservice
with router1 and the subnet.When I delete router interface of this
subnet from router2,neutron raises SubnetInUseByVPNService exception:
Subnet is used by VPNService.I have to delete the vpnservice with
router1 first.
