Public bug reported:
Existing context for vip.delete.start only contains loadbalancer id as the
payload.
This will not help if we want to automate few things from designate perspective
like deleting records associated with the loadbalancer.
Since this is delete process, we don't have any other way also to get
the required info as when the vip is deleted all related information is
also deleted.
