Global requirements update drops extras from oslo.db

Bug description:
As seen https://review.openstack.org/#/c/300626/11/test-
requirements.txt keystone relies on oslo.db[fixtures,mysql,postgresql]
but when the requirements update comes through to update its version
it drops the extras string.
The requirements process should be smart enough to maintain this
through update.
Filing against keystone as I don't think there is a requirements
project to file bugs against.
