Bug description:
The state "BUILD" remained when instance with force-host failed to
create. Till the period task "_check_instance_build_time" change the
state "BUILD" to "ERROR".

1. create one instance group with policy "anti-affinity", named
"group-anti-affinity";
2. create one instance with "--hint group=group-anti-affinity", hosted on

to hostA;
