extra routes missing in namespace of l3-agent

Bug description:
following steps:
1、neutron router-gateway-set
2、create extra routes，nexthop and gw_port are in the same cidr
3、neutron router-gateway-clear
4、neutron router-gateway-set
then we find extra routes missing in namespace of l3-agent
