Bug description:
When compute service starts it checks whether managed instances been
evacuated to another host (in
manager._destroy_evacuated_instances). The time between this check and when
service appears to be active via servicegroup is a time when instance can be
evacuated to another host which will lead to multiple instances running from
same disk on different hosts.
