Now Host Aggregates can not change 'Availability Zone' to null

Bug description:
Reproduce:
create a aggregate with a name, then update this aggregate, delete the
'Availability Zone' name, update it, but the az name not change. can not update
this aggregate 'Availability Zone' name to null.
