If there is no vaild host. rebuild VMs. the status of objects.Migration
is 'accepted'.it should be "failed".
objects.Migration is created in nova.api. it's initial status should be
'accepted'
In nova.conductor, When occurrence NoValidHost or UnsupportedPolicyException,
there's nothing to do about Migration .
