The l2population mechanism driver does not override the MechanismDriver
base class check_vlan_transparent method. This results in the inability
to create vlan-transparent networks when the l2populiation mechanism
driver is included in the mechanism_drivers configuration list. The
l2population mechanism driver has no impact on vlan transparency and
thus should report that it is able to support vlan-transparent networks.
