Launch Instance button gives infinite spinner when non-english
language is selected

Bug description:
This happens in Icehouse Horizon.
When logging in as a user and switching language to a non-english language (I
tried french, german, spanish) the Launch Instance button starts the waiting
spinner and never shows the instance creation dialog.
The content of the dialog is actually reaching the browser (output in browser
debug tools) but something prevents the browser from moving over to rendering
it.
One can manually change the language from within Horizon once logged in.
