Public bug reported: Now in L3 agent, we always initialize address scope iptable rules[1] even though we didn't use address scope function. In my sight, this procedure is unnecessary.
Can we add a config option in L3 agent, if we want to use address scope, we can enable it and initialize address scope iptables. Not sure about this, please correct me if I'm wrong.
