The FWaaS unit tests around rule position nesting are not working with
FWaaS v2, and need to be fixed up. The specific tests that need to be
fixed are:
test_show_firewall_rule_with_fw_policy_associated
test_delete_firewall_policy_with_rule
test_update_firewall_policy_reorder_rules
in neutron_fwaas/tests/unit/db/firewall/v2/test_firewall_db_v2.py.
