Horizon could show invalid number of used instances

Bug description:
Steps to reproduce:
1) Set up Nova devstack to user NoopQuotaDriver by setting
quota_driver=nova.quota.NoopQuotaDriver in the default section of
/etc/nova/nova.conf. And restart nova-api, nova-conductor and nova-compute.
2) Launch an instance
3) Go to project/overview and see that pie-charts show that 0 instances are
running.
Here Horizon takes values of "totalInstancesUsed", "maxTotalInstances" for
pie charts (adding it into context['charts'] and rendering in
horizon/templates/horizon/common/_limit_summary.html)
