ping getway failed sometimes

Bug description:
when user didn't use openstack or it's physical host after the
restart， it's possible that network within the virtual router does not
work, such as virtual ping gateway is failed, leading to a virtual
machine can't and the outside network communications when did not use
it for a long time or run physical host after the restart.
