Nuage syncmanager does not sync external networks with VSD, if gateway
is not set

Bug description:
Nuage syncmanager is able to sync an external network
as a sharednetwork in VSD, if gateway is configured for that
external network
But in case when gateway is not configured, syncmanager does
not pass enough information to the backend to perform the sync.
