Instance do not boot.

Bug description:
I am trying to do in Mitaka version.
When Attempting to boot instance by running the following command.
# nova boot --flavor 1 --key-name test-key2 --image 0f78c38d-b6bd-
4b42-9ee5-32552f72fc44 test_instance
Error such as the following has been returned.
