Public bug reported: Right now we insert a DHCP provisioning block on any port update. However, this isn't necessary if the IP address of the port hasn't actually changed. This can be problematic particularly if a port is updated via the internal core plugin API and the DHCP agent doesn't get notified of the change so the block doesn't get cleared.
