Change I8775aa8a477191ef21e7c3c6da31d098befefc3c in the neutron code
tree recently started adding project_id to appropriate API calls. This
has broken several neutron-lbaas unit tests (thus breaking the n-lbaas
gate). These unit tests need to be updated to expect this new parameter
as appropriate.
