Bug description:
While uploading same package to Murano+Glare i see duplicates. But it
should detect same package and ask for action (skip, upload, abort).

glance-glare 2:12.0.0-3~u14.04+mos12
Steps to reproduce:
- Deploy MOS9.0 + Murano plugin
- murano package-import <FILE>
- murano package-import <FILE>
- murano package-list
Expected result:
No duplicates
Actual result:
There will be two package identical packages
