quota update for LBaaS not working

Bug description:
On trying to update Members/Health Monitors via Openstack Quota Set or
neutron quota-update,
I am getting the following error:
Actual Output:

Expected Output:
Quotas for LBaaS should have been updated
Update:
Pool and Listener works
Healthmonitor and member doesnt
