LBaaS v1 panel in horizon needs to be dropped.
LBaaS v1 code was removed from neutron-lbaas in Newton cycle and horizon
deprecates it in Newton release.
The change should cover:
- Drop LBaaS related API code
- Drop LBaaS v1 dashboard
- drop enable_lb from the horizon documentation
- add a release note
