Bug description:
Horizon reports error: unable to retrieve flavors list, among other
errors whenever nova related information is accessed.
The problem occurs immediately on a fresh devstack install at the latest
versions:

Horizon log file attached. Excerpt:
2016-09-21 06:22:04.897365 Call to list supported extensions failed. This is
likely due to a problem communicating with the Nova endpoint. Host Aggregates
panel will not be displayed.
