LANGUAGES list in settings.py needs to be updated before Newton release.
In Newton cycle Indonesian translation has made a significant progress
but it is not included in the language list in
openstack_dashboard.settings. The list controls the default language
list and if a language is not listed here most users do not notice the
language translation is available. It is worth addressed before Newton
release.
