Public bug reported:
After I use configdrive to inject ip,hostname and password of the
instance, and i move the configdrive.iso file from cdrom. when i resize
the instance, report that "config drive is required by instance: ***,
but it does not exist" .
openstack use hypervisor which is hyper-V.
