Title:
Localization framework in neutron is not working correctly.

Bug description:
Currently only neutron-log-info.po file is present for neutron code but the
code is using neutron as domain.
Also locale directory to use is being fetched from environment which is not
set, hence locale files are not located using gettext utility successfully.
