There are several patches for that on review already, and I think it doesn't
need a bug for that.
No need to backport.

useless block-migration argument of live-migration

Bug description:
We add the block-migration option If we need to operate block live
migration.
However, the block-migration argument is no more used after conductor
task codes.
Now, The migrate_data object replaces block-migration flags.
This useless argument needs to be removed from compute manager flows.
