Hi,

Instance SSHd host keys are rewritten by cloud-init when GCE reboot my VM. 
I have seen that the instance-id has changed after GCE has moved my VM from a 
dead hypervisor to a new one. 
I checked /var/lib/cloud/instances/ and can confirm instance-id changed between 
reboots.
We may be able to define in cloud-init configuration what is the idempotent 
identifier of a server such as the hostname which does not change between 
reboots.
