Bug description:
I'm seeing intermittent failures via ml2.plugin
_setup_dhcp_agent_provisioning_component().
ATM, logstash is only showing 3 hits with my query [1]; not all the
same test (2 hits on 8/01/2016 and 1 hit on 7/25/2016). There's also a
hit from today [3] that's not showing up in [1].
The stacks look something like [2]; depending on the call site
invoking.
