Transaction did not save when deleteing floatingip_agent_gateway port

Bug description:
In dvr environment, after the last floatingip being deleted on one compute
node,
the l3-agent will clear the fip namespace and call the neutron-server to
delete the
floatingip_agent_gateway, but db transaction did not save after deleting
the data,
so port date is still in the db.
