This message:
WARNING oslo_policy.policy [XXX] Policies
['update_rbac_policy:target_tenant'] are part of a cyclical reference.
spams the neutron-server logs. It's printed ~30.000 times in an average
Gate runs. This makes the log file hard to read and slows logstash.
