No response from reporter, so I'm assuming the problem is using the
client in v1-mode, in which 'visibility' doesn't exist.

Summary: Visibility option is displayed in the 'glance help image-
create' but error message is displayed if executed with visibility
parameter
Details:
Executed the below command in order to register an image
glance image-create --name "cirros-qcow2" --file
~/images/cirros-0.3.4-x86_64-disk.img --disk-format qcow2 --container-format
bare --visibility public --progress
