Currently after #1468353 was merged Neutron QoS has got support for DSCP
marking rules in Openvswitch L2 agent.
It would be nice to extend this support for Linuxbridge agent also. That can be
done by setting DSCP marks in Iptables in "mangle" table in POSTROUTING chain.
