The scenario might be:
1)Database backup
2)Create a new VM, dhcp allocate an IP to the VM
2)Destroy the new VM
3)Recovery database, neutron-server clean up the port information of the VM,
but dhcp agent dosen't clean up the port information, so dhcp agent occupy the
released IP. New vms might fail to obtain IP.
