In NFV we usually use service VM as a vRouter. In this situation, we
need to config BFD to detect faults between two forwarding engines
connected by a link between the ovs/dvs/ovn and vRouter. But now we
don't have any config of BFD in neutron. So maybe we need to add a api
to support BFD. And than we use "ovs-vsctl set interface user1
bfd:enable=true" to config BFD in ovs or other vRouter in neutron.
