Add new configuration options to DHCP to only provide metadata-service

In networking-ovn, DHCP is provided natively.
We want to refactor the DHCP agent to be used for metadata. This can be
achieved with the following new configuration options whose defaults are set
to the values used currently in dhcp.
In Neutron

1) dhcp_rpc_callback
