This is identical to https://bugs.launchpad.net/horizon/+bug/1536892. The solution there no longer works because of a path change I believe. We need to update https://github.com/openstack/horizon/blob/master/openstack_dashboard/test/test_data/heat_data.py#L24 or get heat to fix their client.
