It doesnt seem valid that Neutron needs to report an error message to
clear something which is not set.

Neutron-server is not capable of verifying that a router has a
external gateway set or not.

Bug description:
When a user tries to clear a gateway using "router-gateway-clear
<router-id>" for a router for which there is no external gateway set,
the CLI sends a success message "Removed gateway from router <router-
id>" without checking if the gateway exists or not.
