I agree with comment #1 and I didn't find any direct refs to the agent and DSCP other than a generic reference about DSCP in [1].
However to be on the safe side I'm moving to openstack-manuals in case there's a ref or work in progress I'm missing; otherwise it can safely be closed out as invalid IMO.
