Added openstack-manuals as affected project to all them to triage the
ability to update the networking guide with "flavors" support. The spec
linked in the description of this defect has a nice overview of the
functionality.
Leaving the neutron bug as-is; we would like to also have a devref for
flavors (doesn't exist today) so the neutron bug can track that work
item (devref for flavors in neutron).
