Neutron functional test is failing with below error in gate

doing, make sure that only one greenthread can read any particular socket.
Consider using a pools.Pool. If you do know what you're doing and want to
disable this error, call eventlet.debug.hub_prevent_multiple_readers(False) -

The functional test uses two l3 agents. During test cleanup, both the
agents try to clean up the resources simultaneously, and failing with
the above error.
To avoid this issue I am using root_helper instead of root_helper_daemon in
the test
