update sanity check to maniplate VF instead of parsing the usage

Bug description:
we should refactor all the VF management checks in
https://github.com/openstack/neutron/blob/master/neutron/cmd/sanity/checks.py#L147-L165
to look for VF and to run some ip link commands instead of parsing the usage.
I will do it.
This is because some features maybe not support in the driver level.
