stable/kilo FixedIntervalLoopingCall error message not useful

Bug description:
The error message printed when a subclass of FixedIntervalLoopingCall exceeds
its scheduled interval
shows information about the python object rather than the name of the
function that is exceeding its
schedule. Showing python object information is not useful to operators.

This class is not present in stable/liberty or master, so this applies
to only stable/kilo.
